On September 5, 2012, Taiwan International Book Industry Exchange Association Chairman Huang Chonglin sent a letter to presidents of colleges and universities across the country, solemnly reminding:
"Teachers are reminded again not to upload unauthorized teacher resource content to the school's online teaching platform or record it in open courses for students to browse, copy or download."
